IMO Talks Leave Net-Zero Deal Unresolved

The International Maritime Organization has ended four days of talks on its proposed Net-Zero Framework without reaching a final agreement. The discussions showed some progress, but key issues remain unresolved, Maritime Executive reports.

The United States, Saudi Arabia and several oil-producing countries continue to oppose parts of the framework and are calling for changes. At the same time, observers say at least two-thirds of states support a centralized system for pricing and collecting climate-related payments, with rewards for early action.

Despite the disagreements, there is still no strong alternative to the Net-Zero Framework. The next talks are scheduled for November 23–27, followed by MEPC 85 from November 30 to December 3. The second extraordinary MEPC session is expected to resume on December 4.
